After more than a year of planning and preparation for the consolidation of Gainesville State College and North Georgia College and State University, the University of North Georgia took a momentous step Friday as Dr. Bonita Jacobs was inaugurated as first president of the new university.

In her acceptance speech, Jacobs paid tribute to the faculty and staff of both institutions for their hard work in making the consolidated university a reality and said that the University of North Georgia will continue to serve the region at the same time it provides new opportunities.

“The institutions that formed UNG have a strong heritage of producing leaders that comprise the very fabric of this region,” she said.”Look at government, law enforcement, healthcare, education, art, banking, business, or the non-profit sector – the leadership of our communities is filled with alumni from our four campuses.”

The ceremony, reflecting on the new theme of the university to “Build on a Tradition of Excellence,” began with a processional of the Marshall and Mace Bearer, delegations from the Corps of Cadets, International Students, and Student Clubs and Organizations. It also included presidents and delegates of various other colleges and universities, the UNG faculty and cabinet, the Vice Chair of the Board of Regents of the University System of Georgia, the Chancellor of the University System of Georgia, and Georgia Gov. Nathan Deal.

<img class="size-medium wp-image-25251" alt="President Bonita Jacobs presents her inaugural address after her installation as president of the University of North Georgia during Friday's ceremony.
Following the processional, the Rev. Jeff Ross of the Dahlonega United Methodist Church provided the invocation and the University of North Georgia Color Guard presented the colors.

The UNG Men’s Choir, in conjunction with the Golden Eagle Band, then performed national anthem, leading into speeches of admiration and appreciation of Jacobs.

Jacobs’ sister, J’Nelle Short, also gave a short family reflection.

Beginning with Deal, many gave their greetings to the Jacobs, including Brigadier Gen. Joe Jarrard, Assistant Adjutant General for the Georgia Department of Defense, Dr. Cheryl Dozier, President of Savannah State University and Dr. Mark C. Spraker, professor of Physics and Faculty Senate Chair, representing the UNG faculty.

Other speakers included Anna Brown, Dahlonega Campus Staff Council vice chair; Nancy Mattson, Gainesville and Oconee Staff Council president; Elizabeth Rhodes, president of the NGCSU Alumni Association, and Chris Stenander, president of the Gainesville State College Alumni Association.

The final few speeches were then given by Mary Helen Gruder of the UNG Foundation-Dahlonega, Rich White of the UNG Foundation-Gainesville and student representatives from each of the four campuses.

Concluding the greetings, Cadet Col. Michael A. Carty, commanding officeer of the Boar’s Head Brigade, spoke on behalf of the UNG Corps of Cadets.

Following the greetings, the UNG Men’s Choir performed “Homeland” by Z. Randall Stroupe.

The Chancellor of the University System of Georgia, Hank M. Huckaby, then gave both his remarks and the Presidential Charge followed by Jacobs, as she gave her inaugural address.

The ceremony then came to a close with the Benediction, given by Cadet Major Timothy M. Pehrson, Cadet Brigade Chaplain, a reading of the Alma Mater, and a Recessional of “Sound Off” by John Philip Sousa performed by the Golden Eagle Band.

Part-time, low-hour students will finally catch a break after paying more for their student fees than they do for their tuition over the past several years.

Previously, UNG-Dahlonega and former NGCSU students paid $859 in fees, whether taking 1 credit hour or 15 credit hours.

The newly approved, pro-rated rates approved by the Georgia Board of Regents will dramatically reduce the total cost of attendance for part-time UNG students.

Students taking 1 to 4 credit hours will be paying $300.50 less than last year, while students with 5-6 credits hours will save $194 because of the change in fees.

Full-time students pursuing either the bachelor’s track or the associate’s track on the Gainesville and Oconee campuses will not notice a drastic difference in fee payments, while the mandatory fees for full-time Dahlonega students have remained the same.

The miscellaneous and course fees for the university have not yet been released but will be posted on the UNG website as soon as they are available.

Click on the chart for a larger version.

For students seeking a masters degree, each program varies and the tuition for each may also be found on the tuition webpage. Online tuition and fees are currently not available but will be posted alongside the other campus tuition rates when ready.

Although the mandatory fees for the Dahlonega campus have not changed, new pro-rated rates will take effect during the upcoming fall semester and will apply to every semester, not just summer, from now on.

Because they are not residential campuses, the Gainesville, Oconee and Cumming campuses will continue to have a smaller number of fees, and the prorated rates remain the same, as well.

The mandatory fees vary slightly per campus due to residential vs. commuter needs.

Residential campuses usually do not have major pro-ration rates (where fees are increased by credit hour) because they are constantly providing services to students, according to Charlotte Wade, Bursar of UNG-Dahlonega.

Therefore, commuter schools have more prorated rates.

For students whose enrolled campus is not Dahlonega, they are not required to pay the health fee or the rec center fee, because both of those facilities are in Dahlonega.

However, these students can choose to add those fees to their invoice and commute to utilize those services offered on the Dahlonega campus.

Click on the chart for a larger version.

One hundred percent of the health services fee goes to Student Health Services. This fee gives students access to various medicines, and also supports the staff to provide nurse practitioners. The health fee ranges from $35 part-time to $70 full-time.

The fee for the recreational center on the Dahlonega campus is $83 across the board and is a “debt service fee” to pay off the building.

When a campus project, such as building the rec center, is paid off, there will be a reduction in the fee unless another project begins.

The activity fee, which ranges from $21 part-time to $65 full-time, supports student events such as Spring or Fall Jam and year-round activities such as intramural sports.

The athletics fee pays for the students’ open access to school-sanctioned sports events. This fee ranges from $83 part-time to $166 full-time.

This fee also aids the “budget established for the athletic department for what is available for scholarships, and that is spread throughout all three semesters of the year,” said Wade.

The institutional fee, which ranges from $112.50 part-time to $225 full-time, is set by the Board of Regents for every school in the University System of Georgia.

An additional $25 has been added to the institutional fee for the Oconee, Gainesville, and Cumming campuses. Full-time students at these campuses will now pay the $225 alongside the Dahlonega campus.

“It’s institutional support,” Wade said. “It doesn’t go to a specific department. It goes to help the infrastructure to support the university services that are necessary but do not have specific fees.”

The institutional fee was implemented 4 years ago, when the state experienced a drastic reduction in state appropriations, or money that state legislature allocates to the university system.

Click on chart for larger version.

Research institutions pay the highest institution fees, followed by regional and state universities (such as the former NGCSU), followed by state colleges (such as the former GSC).

UNG falls into the tier of regional and state universities.

The technology fee pays for computer labs across campuses, Wi-Fi, the software which students have access to (such as Microsoft), technology-enhanced courses, and a print allowance on campus. This fee ranges from $37.50 part-time to $75 full-time.

The transportation fee, which was previously called the access fee, is $175 on the Dahlonega campus and $65 on all the other UNG campuses.

The fee pays for parking decals, card reader swipes, debt-service parking decks, upkeep for parking lots and sidewalks, as well as access control to buildings.

“Access fees are debt-service, so we don’t pro-rate those. If you’re enrolled, you’re going to pay that fee,” Wade said.

However, all students will notice the subtle difference in their tuition rates when it is time to pay for the fall 2013 semester. The university will see the same percentage increase in tuition as last year, at 2.5 percent.

Students should remember that the payment deadline for this summer’s tuition is Friday, May 10.

For more information, students may visit online at northgeorgia.edu/tuition/ or contact the Business Offices at 706-864-1407 (Dahlonega), 678-717-3780 (Gainesville), or 706-310-6242 (Oconee).

What is usually the most important day to the city of Boston quickly became a war zone during this year’s Boston Marathon.

The bombings Boston Marathon were produced images that will stay with many people for years to come. Despite that tragedy, Americans showed their strength by coming together to support those affected..

Bostonians, as well as the entire United States, did not hesitate to rush to the city’s aid. Those who could only help Boston from a distance quickly put together charity events that donated their proceeds to those affected by the bombings.

Atlanta runners organized a charity run on Tuesday, April 16. UNG freshman Amy Winnemore joined this run in Atlanta Tuesday at 7 a.m.

“Up until about two years ago, my older brother ran the Boston Marathon every year when he attended college in Boston. The Boston Marathon is very familiar to me and it is unbelievable that this special day in Boston was ruined,” said Winnemore.

Winnemore is a native of Atlanta and ran on streets that were familiar to her.

“Running on my own streets for the people of Boston meant so much because we were all doing it for the right reasons, to support Boston in their time of need,” said Winnemore.

The “silent run” was about dedicating thoughts, prayers and love to the city of Boston and to those who lost loved ones.

“My mother and I attended the run in Atlanta and it was a very moving experience. It was not about how fast you could run a mile, it was about support and being their for our each other and our fellow Americans,” said Winnemore.

Next week, the Library Technology Center will have a great opportunity for students to relieve themselves of the stress that comes along with finals.

On Tuesday, April 30, the library will host a stress relief event, which will include eight therapy dogs and one therapy cat. From 11 a.m. until 4 p.m. students are invited to come to the library and spend time with these animals to relax in the midst of finals week.

This event has proven to be successful in the past, so if you are feeling overly stressed due to the amount of studying you have to do, take a study break and go to the library to enjoy some time with a few furry friends.

For my final videogame review for The Steeple, I wanted to do something special. I wanted to take a look at one of my favorite titles that has been sorely overlooked by the vast majority of the gaming community. If ever a videogame deserved the title of hidden gem, Square Enix and Cavia’s “Nier” would win that title hands down. Upon its release, the game was lauded by critics for its sub-par graphics and what many felt was stale and repetitive gameplay. While I’m willing to concede that “Nier” certainly wouldn’t win any beauty contests, there’s so much more to the game than the surface level fare that critics harped on.

At its heart, “Nier” is one of the most mature and brilliantly crafted stories I’ve had the pleasure of experiencing in a videogame. It’s a game that isn’t afraid to embrace more disheartening and depressing subject matter. It’s a game with a musical score unlike any other. It’s a game that will make you rethink your actions and choices.

“Nier” is one of my favorite videogames of all time and is a title that every gamer needs to experience at least once.

For my final edition of “Gaming on a College Budget,” I present to you the hidden treasure of this generation of games, “Nier.”

What’s the Story?

Nier is a father first and a fighter second. The devotion and zeal he has to saving his daughter is admirable and helps to make him a protagonist worth rooting for. (Photo special to The Steeple)

In the not so distant future, mankind’s numbers have dwindled. The remnants of humanity eke out a living in small fortified villages, living in fear of the Shades, shadow-like creatures which roam the land. The Shades come in all shapes and sizes from tiny child-sized pugilists to towering, skyscraper sized goliaths.

There are those however, who combat the Shades. One such man is the game’s eponymous protagonist, Nier. While some hunt the Shades for money or out of revenge, Nier fights for something more precious, his daughter Yonah, who suffers from a disease known as the Black Scrawl. The disease is terminal, and according to ancient records is somehow connected to the Shades.

While hunting for a cure, Nier encounters a living book, Grimoire Weiss, who agrees to help Nier in his search for a cure by granting him the gift of magic. In exchange, Nier must gather words of power by defeating powerful Shades, to increase Weiss’s repertoire of spells and potentially uncover a means of ridding Yonah of the Black Scrawl.

As Nier and Weiss continue their journey, they meet and work with two other primary allies. The first, Kaine, is a young woman with a mouth so foul it would make a sailor blush, who also possesses the gift of magic. The second, a young boy by the name of Emil, has the gorgon-like ability to petrify anything he looks directly. The four band together to find a cure for the Black Scrawl, uncover the origins of the Shades, and to seek out the one being who controls the Shades, the Shadowlord.

Weiss, Nier, Kaine and Emil will visit many different locales in their search for a cure. Over the course of the game you’ll get to know some interesting and diverse characters and partake in some fantastic cultures. (Photo special to The Steeple)

While much of the plot I’ve described seems like fairly standard fair for a Japanese RPG, it’s the way that “Nier” tells its story that sets it apart from other games in the genre. The principle cast of characters are well developed and are given a lot of thoughtful background and development. Nier is an especially endearing protagonist and Kaine is a surprisingly more complex and tragic character than her thorny exterior belies.

“Nier’s” story is nothing short of an emotional roller coaster. The game is one of the few that I’ve ever come across that manages to embrace mature and often depressing themes and events without being too melodramatic. “Nier” also has one of the best plot twists I’ve encountered and ranks right up there with greats like “Knights of the Old Republic,” “Silent Hill 2,” and “Bioshock.” The game also benefits from multiple playthroughs as subsequent runs through the game open up new stories and perspectives to explore.

How’s it Play?
At heart, the majority of “Nier” plays like an action adventure game with some RPG mechanics. You’ll spend the bulk of your time wielding one of three styles of weapons (light swords, heavy swords and spears) in tandem with variety of long range magic abilities like hurling spears made of dark energy or conjuring giant fists to pummel your enemies into submission. Combat is satisfying at first, but starts to feel repetitive and a tad monotonous late game.

While Kaine might dress like a stripper, she’s one of the most well developed and well written female characters in modern games. While she plays second fiddle to Nier in the first playthrough, she takes center stage in subsequent runs through the story. (Photo special to The Steeple)

You’ll be able to upgrade your weapons by collecting materials to use at the forge and you’ll acquire words of power which can be added to spells to give them extra effects like increased damage, life siphoning, or reduced casting cost. While upgrading magic is relatively simple, getting some of the materials for the later stages of weapon upgrades reaches hair-pulling levels of tedium and frustration.

Fortunately, the game mixes up gameplay styles in several sections, adding moments which feel reminiscent of old arcade style rail shooters, fights against bosses that border feel like playing “bullet hell” shoot-em ups, and even one instance of a text heavy visual novel. These moments help to keep the gameplay fresh and do some unique things in what would be an otherwise wearisome slog of hack and slash combat.

How’s it Sound?
Normally, I discuss a game’s soundtrack under the “other noteworthy features” section. I’m making an exception in this case for one very important reason.

“Nier” has the best soundtrack of any videogame ever made.

It might not be the prettiest game, but “Nier” does feature some cool visual effects. Slugging your foes with a giant magical fist is super satisfying and livens up combat. (Photo special to The Steeple)

“The Legend of Zelda: Ocarina of Time” and “Wind Waker?” Very memorable and beautiful tunes. “Final Fantasy VI, VII, and IX?” Sweeping in scope and masterfully composed. “Castlevania,” “Bastion,” and “Shadow of the Colossus?” All fantastic and atmospheric scores.

“Nier?” Absolute musical perfection.

I know this sounds like a rather strong sell, but as it turns out I’m not the only critic who thinks this highly of Nier’s musical score. Forbes listed the game’s soundtrack as one of the top 12 videogame soundtracks of all time back in 2012 and numerous videogame music enthusiast sites like Original Sound Version and RPGFan Music gave Nier’s score gleaming reviews.

The soundtrack is filled to the brim with vocal pieces, all of which are sung in a fictional language unique to the game. This gives the songs a strong ethereal and otherworldly quality, but also provides for some rather dynamic and impassioned tunes. Tracks like “Gods Bound by Rules” and “The Ultimate Weapon” utilize haunting melodies and pianos in their chorus and bridge lines but are eventually backed by strong percussion beats as they develop.

Tunes like “Hills of Radiant Winds” are easy on the ears and provide great traveling music as you traverse the game’s world. “The Wretched Automatons” mixes in some interesting techno-esque melodies to reflect the mechanical nature of one of the game’s more interesting areas. “His Dream” is delightfully melancholic and one of the most relaxing tunes in game’s score.

The fearsome bosses that you’ll face are often equal parts battle of wits and head-to-head beat down. On the second playthrough, you’ll uncover more about the history behind these titanic foes. (Photo special to The Steeple)

Much like “Bastion,” the music in “Nier” is just as much a part of the storytelling process as the plot and characters. Each of the major character themes does a superb job of capturing the essence of the main cast. Kaine’s leitmotifs, titled “Salvation” and “Escape” both use the same lyrics but utilize different tempos and instruments to capture both the tragic and free-spirited nature of the deuteragonist respectively. Similarly, Emil’s themes, “Sacrifice” and “Karma” utilize similar methods to effectively capture the depressing past and hopeful future for the young hero.

The crown jewel amongst the game’s score is a track entitled “Shadowlord.” This song manages to encapsulate much of what makes the game’s story, music, and thematic structure so fantastic in 5 minutes and 25 seconds. The piece starts out slow, with a dirge-like chorus and maintains a peaceful rhythm for the first portion of the song. Much like the game’s story, the second half of the song begins to quicken in pace and becomes much more fierce in nature, with the doleful choir tones replaced by heavy percussion and chaotic strings.

Considering that I devoted an entire section that could have just as easily been its own edition of “Sounds from the Steeple,” you’ve likely figured out by now that I love this soundtrack. If you’re a fan of music, videogame based or otherwise, be sure to give “Nier’s” soundtrack a listen.

Any Other Noteworthy Features?

Fishing is a great way to unwind after a long battle as well as good way to make some spare cash for items and upgrades.(Photo special to The Steeple)

“Nier’s” greatest shortcoming is its visual presentation. For a game released in the middle life cycle of the current generation of consoles, it looks like it could have just as easily been a late PS2 or Xbox title. Textures are often muddy and some character models, outside of the principal cast, are a bit rough. The game has a rather dull color pallet but I attribute this more to the intended tone of the game more than graphical shortcomings. This is not to say that everything in the game is hard to look at however. Many of the Shade designs and major character models are very interesting and cleverly put together.

Outside of combat, the game features a handful of sidequests and curricular activities that the player can partake in. Villagers are almost always in need of some kind of help which usually takes the form of receiving or delivering certain items. One quest might have you harvesting wool from sheep while another will have you battling a particularly nasty pack of shades. While the quests can start to border on tedious later in the game, they do manage to work some interesting subplots and often poignant stories. One early quest involved searching for an old man’s lost dog. I won’t spoil what happens, but let’s just say that by the time you complete the quest, you might just end up with a tear in your eye.

Other more leisurely activities include fishing and gardening. You can gather seeds and plants one your journey and then plant them in the vacant plot next to you house. The crops grow based on the passage of time from the system’s internal clock, so you will have to wait a few hours for plants to reach certain stages of growth. Fishing is surprisingly relaxing and can yield some nice rewards should you choose to pursue the full extent of the sidequests related to the activity. Some of the best banter between Nier and Weiss also occurs during fishing trips.

Pros

Moving and emotionally powerful story.

Well written and dynamic characters.

The best soundtrack in videogame history.

Multiple endings with impressive updates and reveals on subsequent playthroughs.

Unique combinations of different gameplay styles.

Cons

Graphics not up to par with current gen standards.

Combat can get a tad repetitive.

Some sidequests involve copious amounts of grinding.

But no one ever said your guilty pleasures couldn’t include a little bit of eye candy.

Up-and-coming Hollywood actor Matt Bomer is just that.

<img class="size-medium wp-image-25140" alt="Up-and-coming Hollywood heart-throb, Matt Bomer. (Photo Special to The Steeple.)

Although he is self-proclaimed to be gay and married with three kids, Bomer has entranced female audiences with his leading role in White Collar, a USA Network hit show now in it’s fifth season.

In White Collar, Bomer plays the role of smooth con-man Neil Caffrey who has just been caught red-handed after three years of cat-and-mouse games with the FBI.

To avoid his sentence, Caffrey agrees to work with Special Agent Peter Burke to solve white-collar crimes, rather than commit them.

In the meantime, Caffrey, as a result of his wit and charm, still manages to live a life of luxury in a pent-house with girls hanging on his every word.

Apart from his role on White Collar, Bomer was also cast in a supporting role in the 2012 release of Magic Mike, alongside Matthew McConaughey, Channing Tatum, and Alex Pettyfer, and he did a brief stint on the FOX hit, Glee, as Blaine Anderson ‘s older brother.

In addition to his upcoming film roles, which include the voice of Clark Kent in Superman: Unbound, Ted in Space Station 76, a young man in Winter’s Tale, and Felix Turner in The Normal Heart, Bomer is also in the running to portray the absurdly wealthy mogul Christian Grey in the upcoming film adaptation of E.L. James’ Fifty Shades of Grey.

Whether he is cast as Grey or not, though, Bomer will continue to ensnare hearts of female viewers wherever he goes with his blossoming Hollywood career.
